NAIA PPP Project - Information Memorandum

The Philippine government seeks a private partner to rehabilitate, operate, and maintain Ninoy Aquino International Airport (NAIA) via a PPP concession. 

With passenger demand surpassing current capacity, the ₱170.6 billion project aims to expand NAIA’s capacity from 33.2 to 62 million annually. The 15-year concession (extendable by 10 years) includes facility upgrades, improved compliance with international standards, commercial development, and integration with key transport links. 

The Concessionaire will benefit from tax incentives under the Corporate Recovery and Tax Incentives for Enterprises (CREATE) Law and earn from both aeronautical and non-aeronautical revenue streams. The PPP is structured as Rehabilitate-Operate-Expand-and-Transfer (ROET) and follows a single-stage bidding process. This project represents a key infrastructure opportunity in Southeast Asia’s growing aviation market.
