SMC-SAP & Company Consortium Signs NAIA PPP Concession Agreement, First PPP Contract to Be Awarded Since Effectivity of PPP Code

On March 18, 2024, the Department of Transportation (DOTr) and MIAA signed a ₱170.6 billion concession agreement with the SMC-SAP & Company Consortium—now New NAIA Infra Corp.—for the NAIA PPP project, the first awarded under the new PPP Code (effective December 2023). 

Comprising San Miguel Holdings, RMM Asian Logistics, RLW Aviation, and Incheon International Airport Corp., the consortium aims to boost NAIA’s capacity from 35 to 62 million passengers annually. The 15-year concession (extendable by 10 years) promises modernized terminals, increased flight movements, and globally benchmarked service. 

The project is among the fastest PPPs ever executed in the Philippines, signaling strong government-private sector collaboration.
