At the NAIA concession agreement signing, ADB Vice-President Scott Morris celebrated the launch of the Philippines’ largest solicited PPP in 25 years. 

He praised the government’s commitment to public-private partnerships and transparent competitive tendering, which led to high investor interest and increased government revenue. ADB’s PPP Office served as transaction advisor, helping design a bankable structure that attracted both local and international bids. 

Morris highlighted the Philippines’ evolving PPP framework, the administration’s swift execution, and the potential of PPPs to deliver inclusive, climate-resilient infrastructure. He reaffirmed ADB’s support for the country’s infrastructure ambitions through both financial assistance and PPP advisory services.
