Thailand Future Fund (TFFIF)

Thailand Future Fund (TFF), initiated by the State Enterprise Policy Office (SEPO), offers an alternative infrastructure financing mechanism beyond government borrowing and PPPs. 

TFF securitizes future cash flows from public infrastructure assets—initially toll revenues from two expressways (Chalong Rat and Burapa Viti)—and aims to support new projects across transport and telecom sectors. TFF reduces dependency on annual budgets, promotes capital market growth, and provides long-term, low-volatility investment opportunities. 

The fund is regulated by Thailand’s SEC. Its model offers built-in incentives and stable returns, positioning it as a key instrument in accelerating infrastructure investment and enhancing Thailand’s regional connectivity and competitiveness.
