State of Blended Finance 2023

The State of Blended Finance 2023 by Convergence focuses on climate-related blended finance as a key tool for sustainable development. 

Part I provides a market overview, reviewing previous findings, current macroeconomic impacts, and downturns in sustainable investment, while highlighting opportunities for blended finance to address funding gaps. 

Parts II & III analyze climate finance trends—mitigation, adaptation, and hybrid—by vehicle type, region, income level, recipient profiles, SDG alignment, and investment archetypes. Investor activity and stakeholder perspectives are also explored. 

Part IV compares mitigation and adaptation finance, identifying barriers and solutions, with emphasis on Nature-based Solutions.

Part V examines country platforms and Just Energy Transition Partnerships (JETPs) as blended finance models, including stakeholder insights. 

Parts VI & VII offer actionable recommendations for scaling private investment and tailoring blended finance architecture to the needs of developing regions.
