Trust funds (TFs) are an important source of development finance and an important platform for partnerships to respond to changing global development priorities. TFs support the achievement of the goals of the Forward Look strategy by providing financial resources, contributing to the knowledge agenda, fostering partnerships and leveraging the Bank’s convening power and global and local presence to contribute to country, regional, and global development. This paper is organized as follows: Section II sets out the proposed changes and describes proposed principles for Transfer Outs (TO); and Section III sets out the recommendations to Executive Directors.
