Urban Passenger Transport

As cities grow and traffic congestion increases, governments are looking increasingly for alternatives to encourage a shift from private to public transport. In 1992 many countries joined an international treaty, the 1992 United Nations Framework Convention on Climate Change (UNFCC) , as a framework for international cooperation to combat climate change by limiting average global temperature increases and the resulting climate change, and coping with impacts that were, by then, inevitable. A key issue here is the compensation of existing operators as the new system is introduced. This policy sets out the principles involved in determining the level of compensation of existing operators.
