This chart illustrates the Theory of Change which shows our understanding of the infrastructure gap problem and how the work PPIAF does fits into it. 

The Theory of Change breaks down the problem that PPIAF and other similar actors are attempting to tackle, the overall pro-poor development goal, and the component activities required to reach that goal. The Theory of Change describes the infrastructure gap problem and outlines the multiple activities necessary to address the problem. This model, which includes assumptions and requirements for each goal level, advocates for a pro-poor growth focus and orientation in the analysis, design, implementation, monitoring and evaluation of the interventions contributing to all the outcomes and goals.
