It also assesses the regulatory and institutional framework for the health PPP program in Vietnam, as well as financing and accountability mechanisms for PPPs at its national and subnational levels.

Standardized document developed by the Ministry of Industry and Trade of Vietnam and Deutsche Gesellschaft fuer Internationale Zusammenarbeit (GIZ) through their MOIT/GIZ Energy Support Program.
The decree delineates the various roles of key institutional players in water supply planning and investment; espouses competition in contracting the services in the delivery of water supply services; encourages cost recovery, provision of investment incentives and ensures the participatory approach in drawing up water supply services contracts.
