Lebanon Telecommunications Law: Law 431/2002 - Law 431, the Telecommunications Law, was issued in 2002. This law sets out the general legal framework for telecommunications in Lebanon. It contains a detailed institutional framework, including the creation of the telecommunications regulatory authority.
Recurring episodes of conflict and a challenging political-economy in Lebanon have contributed to serious power shortages in the country that reduce the quality of life for Lebanese citizens, and continue to be a burden to the public budget. The Government of Lebanon (GoL) has made power sector reform a top priority and encouraged private sector participation in the process. Lebanon Law No. 48/2017. In August 2017, the Lebanese government passed legislation regulating PPP (PPP Law No. 48). The PPP Law was enacted with the main objective of promoting and encouraging investment in the infrastructure sector.

The Telecommunications Regulatory Authority is an independent public institution established by Law 431/2002 and legally mandated to liberalize, regulate, and develop telecommunications in Lebanon. The TRA effectively started operations upon the nomination of its board members in February 2007.
