This Project was initiated in October 1998 to continue and expand upon earlier USAID-funded work undertaken since 1993. USAID technical assistance programs have been a principal component of the Energy Sector Restructuring, Privatization and Regulatory Program started by the Government of Poland (GOP) in 1991.

Case studies on by-product Commercialization e.g. refuse derived fuel, methane capture, biochar, energy-from-waste, compost or recycling.
Results Based Payments from Third Parties e.g. Emissions Reduction Credits/offsets or Renewable Energy Certificates.
Private investment is often used to deliver specialist services e.g. clinics, imaging, consultants, pharmacy or dental, but as always care needs to be taken to ensure that public services remain the core focus of the project. Facility-based projects involve the project company providing construction, maintenance, and operation of a hospital or clinic , but not delivery of clinical services. In clinical projects, the project company delivers all services, including the supply of infrastructure and clinical services.
