Zambia and Zimbabwe have experienced food security emergencies of varying severity, mainly caused by drought and floods in some areas.

Both Zambia and Zimbabwe have developed Strategic Grain Reserves (SGR) to manage food emergencies, focusing on the supply of white maize as a key crop. The study is divided into four parts: Part 1 introduces the background, objectives, methodology, and report structure; Parts 2 and 3 analyze the food security and SGR management in Zambia and Zimbabwe; and Part 4 concludes with recommendations to improve strategic grain management.
