Measures (Regulations) for the Administration of Concession for Infrastructure and Public Utilities (Chinese: 基础设施和公用事业特许经营管理办法)

The “Measures (Regulations) for the Administration of Concession for Infrastructure and Public Utilities” was issued April 25, 2015 and became effective on June 1, 2015.  It was collaboratively released by the National Development and Reform Commission, Ministry of Finance, Ministry of Housing and Urban-Rural Development, Ministry of Transport, Ministry of Water Resources, and People's Bank of China.  The regulations contains details on the process of getting a concession through the entire project cycle, including project appraisal, tendering, negotiating the concession contract, contract management and dispute resolution. It aims to consolidate and update existing rules on concessions and aims to encourage private sector participation in infrastructure projects.
