Blended Finance in Infrastructure

Published in February 2024 by the Global Infrastructure Hub (G20 initiative), this report analyses 162 emerging market blended finance infrastructure deals (2013–2022), totalling USD 34 billion. 

Project finance was the dominant structure; renewable energy led by deal count, but non-renewables led by value. Sub-Saharan Africa attracted the most deals, while Latin America had the highest private capital mobilisation ratio. On average, each USD of blended finance mobilised USD 0.4 in private capital. 

Facilities and bonds achieved the highest mobilisation ratios, particularly in sectors like communications, energy storage, and renewable energy. The report was developed in partnership with Convergence, using its deal database, and highlights blended finance’s role in de-risking investments to attract private capital for sustainable infrastructure.
