World Bank Group Approaches to Mobilize Private Capital for Development - An Independent Evaluation

This Independent Evaluation Group (IEG) report was led by Senior Evaluation Officer Raghavan Narayanan with contributions from a multidisciplinary team of experts in infrastructure, finance, and evaluation. 

Administrative support was provided by Emelda Cudilla, with Clive Harris serving as technical adviser and Andrew Stone offering additional commentary. The report benefited from the field mission assistance of World Bank Country Management Units in seven countries including Argentina, India, and Zambia. 

The team acknowledges the engagement of staff from the World Bank, IFC, and MIGA during interviews and consultations. Peer reviewers included respected figures from B20, CalPERS, and the Atlantic Council. The evaluation was conducted under the leadership and oversight of José Carbajo, Stoyan Tenev, Marialisa Motta, and Alison Evans, reflecting a collaborative effort to assess the use and impact of blended finance through the IDA Private Sector Window.
