Review of the National Partnership Agreement on Asset Recycling (2019)

The NPA aimed to reduce funding constraints, boost economic activity, and enhance productivity through incentive payments for state asset sales reinvested into infrastructure. 

The review found the NPA effective for participating jurisdictions, notably NSW, ACT, and NT, with approximately $2.3 billion in Commonwealth funding mobilizing substantial reinvestment. However, limited participation and rigid criteria constrained broader impact. Operational challenges included unclear roles, inconsistent conditions, and inflexible funding mechanisms. 

Future asset recycling initiatives should offer outcome-based funding, clearer definitions, and greater flexibility to accommodate jurisdictional differences. Higher incentives and broader reform alignment may also enhance participation and policy effectiveness.
