Latvia: Public–Private Partnerships Law 2009

PPP Law 2009 

The PPP Law defines possible types of PPP in Latvia and linked procedures, prescribes procedures for PPP project implementation and monitoring and envisages the establishment of a PPP monitoring and competence centre. The Law states that in case of PPP cost-efficiency calculations shall be done serving as the basis for procurement of PPP contracts and shareholders agreements. Accounting and risk allocation in PPP projects is also stipulated. The Law discusses the various procurement methods (including possible application of competitive dialogue procedure).
