The National Highways Authority of India (NHAI) implements the Toll Operate Transfer (TOT) model as a mechanism for monetizing publicly funded national highways. 

Through this model, the right to collect toll revenues from designated, operational National Highway (NH) projects—developed with public investment—is transferred to concessionaires (developers or investors) for a fixed concession period, in exchange for an upfront lump-sum payment to NHAI. 

The allocation of toll collection rights is determined by the projected toll revenue potential of each selected NH project. During the concession period, responsibility for the operation and maintenance (O&M) of these projects rests with the concessionaire.
