Hospital Trust is to enter into a Build, Own, Operate and Transfer (BOOT)1 contract with Capella Parking Pty Ltd (Capella) to design, construct and finance a new multi-deck car parking facility at the Site and maintain and operate the car parking facilities over the operating phase.

Capella will:

  • raise all necessary debt and equity funding
  • to finance the construction of the new car park and other activities 
  • operate and maintain the new car park over the operating phase 
  • hand back the new car park to the Trust for nil consideration at the expiry of the operating phase in a pre-defined condition.

The BOOT model requires the private party to take full car park demand risk. No financial contributions or payments are required from the State over the duration of the Project and Capella will realise its investment from parking charges imposed on car park users. Land to be privided by the state.
